With help of OberonCore.Ru forum I found one on https://github.com/aixp/ProjectOberon-BlackBox - Project Oberon (New Edition 2013, V5) - implemented in BlackBox framework by Alexander Shiryaev.

File can be found at BlackBox/Po/Mod/Files2.odc which suits my needs.
