There seems to be a contradiction between the license policy. In one
place it says that giving an application to customers is redistribution.
Just after that, it says that building an application for external use
at a client site (or internal) is not redistribution.

So the question seems to be, are there cases where applications can be
built and distributed using BlackBox (not redistributing BlackBox
itself, but instead applications created using the compiler and linker)
that do not count as redistribution? And if so, can some clarification
be provided?

I don't see any contradiction in the original text. What it actually says
is:

"Building an application for use internal or external to your organisation
*** deployed and managed on YOUR organization's clients or servers.***

is not redistribution.

(I added the *** and capitalistion for emphasis, to make the point clear).

I'd say this is a question only OMS can answer. You should contact them
directly, perhaps they will clarify this in their licence agreement.
